Baxter [Harlan Co, KY] Public reports Flash Flood at 23 Sep, 3:37 PM EDT -- Social media post from 3:37 PM shows flash flooding on US-119 near the intersection with Intermont Road going up towards Sukey Ridge. Muddy water and debris are visible along the main road, with deeper water flowing out of the side roads and spilling over onto US-119. There is a car in the ditch further down the hill from where the water was over the road. Commenters state that the driver hydroplaned and lost control.
