gusts around 60 mph expected on or near Black and Pine Mountains,
with gusts of 40 to 55 mph elsewhere. For the Wind Advisory,
southwest winds 15 to 25 mph with gusts of 40 to 50 mph expected.
* WHERE...Harlan and Letcher Counties.
* WHEN...For the High Wind Warning, until 4 AM EST early this
morning. For the Wind Advisory, until 7 PM EST this evening.
* IMPACTS...Gusty to damaging winds will blow around unsecured
objects and likely blow down tree limbs, trees, and power lines.
Scattered to widespread power outages are possible. Travel will be
