DISCUSSION...
Remnants of Debby will bring moderate to locally heavy rainfall
across the area of concern, with terrain enhancements helping to
increase rain rates and totals this afternoon. Flash and urban
flooding should be the primary modes, but given the repeat nature of
the rainfall, some isolated out-of-bank rises will be possible as
well. Urban areas will be particularly vulnerable, with ponding of
water and flooding of low-lying areas being of greatest concern. The
NWM Short-Range Forecast continues to signal for areas of isolated
rapid-onset flooding, with the greatest signals in northern Vermont
and New Hampshire. Annual-exceedance probabilities (AEPs) are
generally on the order of 50% or greater, but a few reaches do show
lower AEPs, increasing confidence that some isolated out-of-banks
rises. Given the forward acceleration, widespread flooding responses
should be mitigated, but some flooding impacts will still be
possible.
