DISCUSSION...
Multiple rounds of convection will bring the threat for flash, urban,
and small stream flooding to the area of concern through early
tomorrow morning. Antecedent conditions vary across the area of
concern, though earlier rainfall has helped to moisten conditions for
portions of the area. Higher rainfall rates with possible training,
combined with terrain effects, may trigger rapid hydrologic
responses. Urban areas, low-water crossings, and small rivers and
streams are especially vulnerable. The NWM Short-Range Forecast shows
rapid-onset flooding across much of Kentucky into southwest West
Virginia. Annual-exceedance probabilities are generally on the order
of 50% or greater, with some isolated reaches in northeast Kentucky
into southwest West Virginia showing down to 10%. However, the exact
location and intensity remain uncertain due to the convective nature
of the precipitation and variability within the HRRR. //JAW
