Ottawa city councillor confronts daycare over summer camp noise, uses 'profanities'

West Carleton-March Coun. Clarke Kelly is accused of using profanities and threatening to end a summer camp. Kelly denies some allegations, but admits to swearing in an exchange with a camp supervisor, away from children.
